When New York State rebuilt its Medicaid program around value-based care through a comprehensive federal waiver, a huge multi-practice, primary care focused physician organization sought to participate. The program was geared toward hospitals, excluding physician-owned entities. David worked with the physician organization to ensure that they could become a Medicaid center. He developed an advocacy strategy that included federal as well as state entities, the Obama Administration and Department of Health and Human Services, Congress and solid outreach in Albany. The organization is now the second largest Medicaid provider in the State and is eligible for $700 million in potential payment add-ons.

A prestigious academic medical center, a world-leading center of clinical, research, and informatics expertise, sought to formalize their expertise to achieve greater innovation and link that innovation to operational success. David helped establish a grants office, which provided both direct funding and indirect support. He connected governmental activities, with a focus on appropriations, to the mission of the institution. The office generated more than $75 million in funding.

A hospital CEO sought to leverage the superb reputation of his institution to establish a leadership position in order to influence public policy. David developed and placed multiple opinion columns in influential media including the Wall Street Journal, The Hill, Modern Healthcare, The New York Daily News, and others. He successfully worked to give the CEO a national platform, including participating in the National Press Club’s prestigious Newsmakers Series. David successfully placed the CEO on a George W. Bush Administration panel that developed the nation’s first policy framework for HIT.

A corporate CEO of a mid-level business recognized that larger players were influencing public policy in a way that shifted market payments and regulation more favorably to giant corporations. David created coalitions with shared interest in regulatory and legislative outcomes, organized advocacy and communications initiatives, and launched efforts that stopped inappropriate regulations by the FDA and preserved payments from CMS for the company’s products.

When both the Bush and Obama Administrations sought to significantly cut Graduate Medical Education funding and change its geographic distribution, David organized a coalition of academic medical centers that successfully maintained critical dollars to train the next generation of physicians and scientists.
